WORK SESSION – 4:30 PM
- Discussion – Orem Water Reclamation Capital Facilities Plan overview
- Orem has received grant funding for this project to construct and install a new tertiary treatment and water delivery system at the Orem Water Reclamation Facility. Construction is expected to begin early this year.
- Discussion – Proposed Amendment to Orem City Code Section -2-7-6 (Exceptions to Bidding Requirements)

Scheduled Items
- Public Hearing – Amending the agreement dated October 22, 1993, relating to the property located generally at 380 East 240 North to modify certain use and occupancy restrictions pertaining to the subject property.
- The Housing Authority of Utah County (HAUC) requests that Orem City release the 55+ older age restriction for 21 studio units. The property consists of 57 units, 21 of which are studio and 36 are one-bedroom units. This will allow HAUC to provide housing to students or alumni of Scenic View Academy only in the studio units. HAUC is under contract to purchase the Canyon Breeze Senior Living Apartments, which were built in 1994-1995 under a deed restriction with Orem City. HAUC is partnering with Scenic View Academy, a program for individuals aged 18-32 with autism spectrum neurodiversities. The students are self-sufficient when they graduate. Scenic View Academy will have a dedicated office onsite and onsite staff as needed to assist their students living at Canyon Breeze. Occupancy will be limited to one person per unit. The Planning Commission recommended approval.
- Public Hearing – Amending Section 2.1.1 of the General Plan and the General Plan Map of the City of Orem by amending the land use designation from Mixed-Use District to Community and Regional Commercial along State Street.
- In February 2022, the City rezoned all the former State Street Districts to the zones in place prior to June 6, 2018, when the first State Street District was adopted. The proposed amendment will update the General Plan Map from Mixed-Use District to Community and Regional Commercial classifications to match the previous General Plan designation. The Planning Commission recommended approval.
Here are the parts of the agenda that generally stay the same:
- Work session – a less formal venue for presentations, updates, and policy discussions among Council Members
- Informal break to eat dinner
- Agenda review and preview of upcoming agenda items – The Mayor leads the City Council through a review of the items on that evening’s agenda.
- City Council Reports – This is an opportunity for members of the City Council to share information from boards and commissions and raise any issues of concern. The report is assigned to a different Councilmember at each meeting.
- Personal Appearances – Also known as “Public Comment,” this is the time set aside for the public to express their ideas, concerns, and comments on items not scheduled as public hearings on the current agenda. Comments should focus on issues concerning the city. Those wishing to speak will need to have signed in prior to the beginning of the meeting. Each speaker is limited to 3 minutes. When there are a large number of people wishing to speak, additional guidelines may apply.
- Consent Items – Items that are routine and don’t require additional discussion are placed on the consent agenda. Councilmembers will vote on these items together, instead of separately.
- Scheduled Items – Items the Council may wish to discuss, are open for public comment, or include a presentation.
- Communication Items – These are items received by the Mayor, Councilmembers, or City Manager which are intended for the entire Council. Action or discussion is optional.
- City Manager Information Items – This is an opportunity for the City Manager to provide information to the City Council. No action is required.
