The following is an outline of the Pavement Management operation.

Data Collection

  • Measure and record inventory, history, cross section, materials, traffic/loads, and surface distress. Monitor construction performance and developing trends that effect street conditions.
  • Establish measurement criteria, performance goals, and maintenance strategies for review.

Analysis

  • Evaluate the real life performance of pavement relative to various parameters, such as thickness design, mix design, material composition and construction specifications.
    • Determine the cause of pavement deterioration.
    • Differentiate if the need is for functional or structural repairs.
  • Optimize the performance of the entire street network.
  • Analyze and forecast budget impacts.
    • Identify the most cost efficient methods of maintenance.
    • Determine how to extend the service life of each street.

Feedback

  • Annually evaluate and report on the state of the streets.
  • Provide simple and clear reports outlining priorities and recommendations, street maintenance methods, and strategies.
  • Integrate the PM into the developing Citywide Asset Management Program.
