Notice of Funding Availability – 2022 CDBG Funding

The City of Orem, Provo City, and Utah County Community Development Block Grant (CDBG) Programs estimate having approximately $788,856 to fund public service (public service and capital) regional projects for the 2022 Program Year.  Additional funding will be available for city/county only projects (public service and capital). 

Pre-applications will be available on October 22, 2021 and final applications will be available no later than December 10, 2021. The pre-applications and final applications will be available via  Neighborly.com. 

Mandatory pre-applications are due on or before 5:00 p.m. (MST) Friday, December 3, 2021. Final applications will be due on or before 5:00 p.m. (MST) Friday, February 18, 2022.

Application workshops—ALL interested applicants must attend a “How to Apply” workshop. Staff will review application guidelines and the PY-2022 application process.

Public Service Applicants will need to attend one of the following online joint workshops:

  • October 20, 2021 at 10:00 a.m. on Zoom  
  • October 21, 2021 at 2:00 p.m. on Zoom

Eligible projects – Public services and capital projects for public service agencies that are HUD eligible and meet one of the HUD National Objectives. 

Eligible applicants may be nonprofit agencies; housing authorities; or for-profit entities. Proposed projects must comply with the U.S. Department of Housing and Urban Development funding criteria and priorities established in the Utah Valley Consortium Consolidated Plan 2020. 

It is anticipated funding recommendations will be made by a Joint CDBG Commission and/or Entitlement Specific Commission (Provo, Orem, or Utah County) in March 2022 with funding allocations approved by County Commission or City Councils in April or May 2022. 

Funding awards and contract negotiations will occur between June and August 2022.

Approximate funding availability (based on PY-2021 funding):

  • $358.506 Public Services
  • $430,350 Capital improvement/Nonprofit facilities

Projects and services must be delivered within the City of Orem, Provo City, or in Utah County (outside of the City of Lehi).
