2019 Traffic Improvements Project

RECEIPT OF BIDS:  Separate sealed BIDS or Electronic Submittal using Sciquest for the construction of 2019 Traffic Improvements Project   will be received by Sam Kelly, City Engineer at the City of Orem, Engineering Division, 56 North State, Orem, UT  84057, or opened electronically on Sciquest until December 19, 2019 at 10 am and then at said office publicly opened and read aloud. The preferred method for submitting a bid is by using Sciquest at purchasing.utah.gov (Select the search bar > select Current Bids > enter “Orem” > search).

 

BIDDING QUESTIONS – Use Sciquest to submit questions and download documents relating to bid items, specifications, and other technical questions. The project engineer is Zack Fisher. A mandatory pre-bid meeting will be held on December 12, 2019 at 11 am in the Orem City Center Offices.

 

OBTAINING CONTRACT DOCUMENTS:  The CONTRACT DOCUMENTS may be obtained December 5, 2019 on Sciquest under 2019 Traffic Improvements Project or at the City of Orem, Engineering Division, Development Services Offices, 56 North State Street, Orem, UT  84057. There is no fee from the City to obtain the documents on Sciquest. There will be a $20 non-refundable fee for a copy of the plans and specifications.  (An additional $5.00 service charge will be assessed if the plans and specifications are to be mailed).

 

DESCRIPTION OF WORK:  The WORK includes 1055 linear feet of Type B3 Concrete Curb, 420 square feet of concrete flatwork, 495 square feet of stamped concrete flatwork, 225 linear feet of curb and gutter, 6 plowable end sections, 2 irrigation boxes, 74 linear feet of 24” x 18” CMP irrigation pipe, 3 modified ADA ramps, 1 ADA ramp, and striping. The engineer’s estimate is for the work $260,000 to $290,000.

 

SITE OF WORK:  The site of the WORK is located at 2000 North (180 West to 85 West), 800 East (875 North to 700 North), Center Street (State Street to 150 East), and 400 West (900 South to 960 South).

OBTAINING CONTRACT DOCUMENTS: The CONTRACT DOCUMENTS may be obtained November 20, 2019 on SciQuest under Orem City 2019 Sewer Rehabilitation Project or at the City of Orem, Engineering Division, Development Services Offices, 56 North State Street, Orem, UT 84057. There is no fee from the City to obtain the documents on SciQuest. There will be a $20 non-refundable fee for a copy of the plans and specifications. (An additional $5.00 service charge will be assessed if the plans and specifications are to be mailed).

 

DESCRIPTION OF WORK: The WORK includes the installation of approximately 3,970 linear feet of 8” SDR35 PVC sanitary sewer pipe, 409 linear feet of 12” SDR35 PVC sanitary sewer pipe, (24) 60” Ø sewer manholes, (1) 48” Ø sewer manhole, 2,090 linear feet of 8” DI waterline, (4) fire hydrant assemblies, 200 linear feet of 12” SDR35 PVC storm drain pipe, 12 linear feet of 18” SDR35 PVC storm drain pipe, 82 linear feet of 21” SDR35 PVC storm drain pipe, 20 linear feet of 18” RCP irrigation pipe, (8) pre-treatment catch basins, (5) sumps, (4) concrete driveway approaches, and (5) ADA ramps. The engineer’s estimate for the work is $1.7M to $1.9M.

 

SITE OF WORK: The site of the WORK is located at Orem Boulevard (340 N to 400 N), the entirety of Monterey Drive, 600 North (Monterey Drive to Main Street), 500 North (Monterey Drive to Main Street), 70 West (450 North to 500 North), 75 East (800 North to 990 North), the entirety of Memmo Drive, and the entirety of 315 South.

General Obligation Bonds

The County General Election Ballot for the November 6, 2018 election will include General Obligation Bonds. The ballot title for the Bonds, will read as follows:

OFFICIAL BALLOT PROPOSITION FOR THE
CITY OF OREM, UTAH
SPECIAL BOND ELECTION

OREM FAMILY FITNESS CENTER AND LIBRARY HALL BOND


Shall the City of Orem, Utah (the “City”), be authorized to issue General Obligation Bonds in an amount not to exceed Twenty-Four Million Five Hundred Thousand Dollars ($24,500,000) (the “Bonds”) for the purpose of paying all or a portion of the costs of (a) acquiring, constructing, furnishing, and equipping renovations, additions and improvements to the City’s Family Fitness Center, including family friendly changing rooms, family oriented facilities, a suspended track and all ancillary and related improvements, and (b) acquiring, constructing, furnishing and equipping a Community Library Hall at the City Center Campus, including all ancillary and related improvements; said Bonds to be due and payable in not to exceed thirty (30) years from the date of issuance of the Bonds?


Property Tax Cost of Bonds: If the Bonds are issued as planned (and without regard to the existing taxes currently paid for existing bonds that will reduce over time), a property tax sufficient to pay debt service on the Bonds will be required over a period of thirty (30) years in the estimated amount of $41.65 per year on a $319,900 residence and in the estimated amount of $75.73 per year on a business property having the same value.

The City has other outstanding bonds for which a tax decrease would occur upon the retirement of such outstanding bonds, which may not occur if the proposed Bonds are issued. However, the combination of the retirement of the outstanding bonds and the issuance of the proposed Bonds, as planned, is expected to result in no (0.0) property tax rate increase on residences and businesses within the City from the current level.

The foregoing information is only an estimate and is not a limit on the amount of taxes that the City may be required to levy in order to pay debt service on the Bonds. The City is obligated to levy taxes to the extent provided by law in order to pay the Bonds.

AGAINST THE ISSUANCE OF BONDS (NO)

Any eligible voter may request to submit an argument for or against the Bonds in accordance with Utah State Code §59-1-1604. Requests to submit an argument must be filed with the election officer (Orem city recorder) no later than September 4th at 5:00 pm. Invitation to Submit Arguments for or Against Orem Ballot Proposition #5

The County General Election Ballot for the November 6, 2018 election will include a referendum on an Orem ordinance. The ballot title for the referendum, which will be designated as Proposition #2, will read as follows:


Proposition #5:
On February 13, 2018, the Orem City Council passed Ordinance No. O- 2018-0005 to rezone 9.58 acres at approximately 1000 South 400 West from the R8 residential zone to the PD-48 student housing zone. The PD-48 zone allows the development of a student housing village adjacent to Utah Valley University. The zone change will take effect only if approved by voters.
