1.0 Advertisement for Proposals
1.1 Description of Work
The City of Orem (City) is accepting sealed proposals from qualified and licensed contractors for the Debris Flow Mitigation Project. This proposal will include construction and installation of the proposed recovery mitigation measures at locations shown in the attached construction drawings, details and specifications provided by the US Department of Agriculture Natural Resources Conservation Service (NRCS) for the Orem Range Fire. It is anticipated that construction for this project will be completed by September 10, 2021.
1.2 Obtaining RFP Documents
Proposal documents will be available online on July 15, 2021 at purchasing.utah.gov (select the search bar > select Current Bids > enter “Orem” > select search.)
1.3 Receipt of Proposals
Sealed proposals will then be accepted online at Sciquest or by the Office of Purchasing, City of Orem located at 56 North State Street, Orem, Utah 84057 until 3:00 p.m. on Thursday, August 5, 2021. Proposals submitted after this deadline will be rejected.
The City of Orem reserves the right to reject any or all proposals or any part of any proposal if it is deemed to be in the best interests of the City. The City assumes no obligation or liability for costs incurred by the responding firms prior to issuance of a contract. All proposals and all information submitted as part of or attached to any proposal shall become the property of the City.
Upon review, the contractor best meeting the needs of the City will be contacted for further action.
1.4 Bidding Questions
Use Sciquest to submit questions and download documents relating to bid items, specifications, and other technical questions. Questions relating to the Debris Flow Mitigation RFP shall be directed to Taggart Bowen at 801-229-7316 or firstname.lastname@example.org. 1.5 Mandatory Pre-Proposal Meeting
There will be a mandatory pre-proposal meeting on Thursday, July 22, 2021 at 9:00 a.m. The meeting will begin at the Timpanogos Park parking lot and we will visit a few locations for the proposed mitigation measures.
