Absentee & Early Voting

Absentee voting is a two-step process and can be done by any registered voter (1) in person at the City Recorder's office or (2) by mail. First the voter must fill out an application and then s/he will be able to receive a ballot and an affidavit envelope. The absent-voter ballot must be mailed or delivered so the City Recorder receives it before the close of polls on election day or it must be clearly postmarked before election day and received not later than noon the day of the official election canvass. The signatures on the application and the affidavit must be the same or the ballot cannot be counted.

***Please note that House Bill 126 of the 2009 General Legislative Session now requires that first time voters, who request an absentee ballot--and did not present or submit identification when registering to vote--must be sent a provisional ballot instead of an absentee ballot. The voter must include a copy of his/her photo identification or two other identification documents in order for their provisional ballot to count.***

Early voting begins 14 days before the date of the election, and takes place at the City Recorder's Office.

Both absentee and early voting ends at 5:00 p.m. on the Friday before election day.

Absent Voter Ballots--Where do I go?

On odd numbered election years (i.e. 2005, 2007, 2009), you may pick up an absentee voter ballot in the Orem City Recorder's office at 56 North State Street, Suite 200 in Orem. If you have any questions regarding an absentee ballot please call (801) 229-7074 or (801) 229-7298.

On even numbered election years (i.e. 2006. 2008, 2010), you may pick up an absentee voter ballot at the Utah County Election office at 100 East Center Street, Suite 3600, in Provo. If you have any questions regarding an absentee ballot please call (801) 851-8127.

The City of Orem tries to use the same polling locations that Utah County does to avoid making voters go to one location to vote on an even-numbered year and a different location on an odd-numbered year.The County, when choosing polling locations, must consider a variety of issues including state and federal district boundaries.

Qualified individuals need to fill out a registration form and submit it to the Utah County Clerk’s office. Have the form postmarked 20 days before an election to be eligible to vote in that election.

Frequently Asked Questions

VALID VOTER IDENTIFICATION

A form of identification that bears the name and photograph of the voter which may include:

  • A currently valid Utah driver license;
  • A currently valid identification card that is issued by:
    • The state; or
    • A branch, department, or agency of the United States;
  • A currently valid Utah permit to carry a concealed weapon;
  • A currently valid United States passport; or
  • A valid tribal identification card, whether or not the card includes a photograph of the voter;

Two forms of identification that bear the name of the voter and provide evidence that the voter resides in the voting precinct, which may include:

  • A current utility bill or a legible copy thereof, dated within the 90 days before the election;
  • a bank or other financial account statement, or a legible copy thereof;
  • A certified birth certificate;
  • A valid social security card;
  • A check issued by the state or the federal government or a legible copy thereof;
  • A paycheck from the voter's employer, or a legible copy thereof;
  • A currently valid Utah hunting or fishing license;
  • A currently valid United States military identification card;
  • Certified naturalization documentation;
  • A currently valid license issued by an authorized agency of the United States;
  • A certified copy of court records showing the voter's adoption or name change;
  • A Bureau of Indian Affairs card;
  • A tribal treaty card;
  • A valid Medicaid card, Medicare card, or electronic benefits transfer card;
  • A currently valid identification card issued by:
    • A local government within the state;
    • An employer for an employee; or
    • A college, university, technical school, or professional school located within the state;
    • A current Utah vehicle registration; or
    • A form of identification listed in subsection (76)(a) that does not contain a photograph, but establishes the name of the voter and provides evidence that the voter resides in the voting precinct, if at least one other form of identification listed in subsection (76)(b)(i) through (xv) is also presented.

Must be:

  • 18 years old
  • A US citizen
  • A registered voter
  • A resident of Orem (or a recently annexed area) for twelve consecutive months prior to the election.

Any mentally incompetent person, or any person convicted of a felony, or any person convicted of treason or a crime against the elective franchise may not hold office in this state until the right to vote or hold elective office is restored as provided by statute.

Yes, the fee is $35.00 and is due at the time of filing.

A candidate’s guide will be provided upon filing, and there will be additional training scheduled after the filing period is over.This meeting is scheduled for Thursday, July 16, 2009 at 5:30 p.m. in the City Council Chambers (Room 102).

Municipal Elections are held on the odd numbered years. County Elections are held on the even numbered years.
